Perhaps you've wanted to get more involved in your local community politics and can't seem to figure out where to get started. Or maybe you're just fed up with the debate over state services in our state and want to inject some "frontline worker" perspective into the conversation.&nbsp;</div><div style="text-align: left;"><br /></div><div style="text-align: left;">

Next Tuesday night, March 16th, is your chance to make your voice heard. The Republican and Democratic parties will hold their precinct caucuses in a location in your community. If you have never participated in the caucus process, don't worry. Upon walking into your precinct caucus, you will recognize many faces -- that's because these people are your neighbors, friends, and family. This is what makes the precinct caucus so important to our political action.

We are urging all state employees to take their first step in the 2010 political process, by attending these gatherings making their presence known.
<br /><b><u><br /></u></b></div><div style="text-align: left;"><b><u>Who can participate?</u></b><br /><div style="text-align: center;"><u></u></div>
<br />
Any registered Republican or Democrat that meets the following criteria:</div><blockquote class="webkit-indent-blockquote" style="margin: 0 0 0 40px; border: none; padding: 0px;"><div style="text-align: left;"><br /><ul>
	<li>Voter must be a resident of the precinct for at least 30 days</li>
</ul>
<ul>
	<li>Voter must have registered to vote no later than February 16, 2010</li>
</ul>
<ul>
	<li>Voter must have been affiliated with the party holding the caucus by January 19, 2010</li></ul></div></blockquote>

You'll need to make sure you're a registered voter at your current address. Click <a href="https://www.sos.state.co.us/Voter/secuVoterHome.do">HERE </a>for the official Sec. of State website to verify your voter registration. After your registration information appears, scroll down to the "District Information" section and make note of your 10-digit "Precinct" number. You will need this number for Republican party caucus information.

You'll have to attend the caucus location dictated by your home address or precinct number. We cannot attend just any precinct caucus location even if one is closer to where you work or if you know friends or family going to another location.&nbsp;<div><br />

</div><blockquote class="webkit-indent-blockquote" style="margin: 0 0 0 40px; border: none; padding: 0px;"><div style="text-align: left;">Show up, introduce yourself as a community member and state employee:&nbsp;If you get the chance, talk informally about what you do for the state and how budget cuts have impacted your ability to deliver state services to the public.

Run for delegate:&nbsp;After straw poll is conducted, the precinct caucus will elect or choose by lots a finite number of delegates who represent that precinct at the County Assembly. You can run as delegate for one for the U.S. Senate Primary Candidate or as an "uncommitted" delegate.

By becoming a delegate to the county assembly, you are taking your political involvement to the next level and increasing the likelihood that you will be able to weigh into the selection of state legislative primary candidates. <b><u><br /><span class="Apple-style-span" style="font-weight: normal;"><br /></span></u></b></div></blockquote><div style="text-align: left;">
<b><u>Move the Colorado WINS "State Services Resolution"</u></b><u></u>

After your caucus votes on pre-approved resolutions, any participant will then have the opportunity to move their own resolution. We are asking state employees to move a new plank to the party platform:

Furthermore, we acknowledge that demand for services increases in times of economic downturn. Across-the-board cuts are unacceptable and would have severe consequences for those who receive and provide state services. The State of Colorado should fully examine all corporate tax breaks granted by the state as it attempts to maintain an effective safety net for Colorado's families." </i></div></blockquote><div style="text-align: left;"><br />
Even if your motion does not pass, it is the conversation it will spark with your friends and neighbors that is most important.

<p style="LINE-HEIGHT: normal; MARGIN: 0in 0in 0pt" class="MsoNormal"><o:p><font color="#000000" size="3" face="Calibri">&nbsp;</font></o:p></p>
<p style="MARGIN: 0in 0in 10pt" class="MsoNormal"><font color="#000000" size="3" face="Calibri">The WINS Compensation Team signed its first Memorandum of Understanding (MOU) on November 6, 2009 with the Department of Personnel and Administration.&nbsp; After many months of constructive discussion, WINS and DPA reached an historical agreement through the interest-based bargaining process that fundamentally changes the salary survey process to create a more fair and equitable system to attract and retain great employees to provide quality services.</font></p>
<p style="MARGIN: 0in 0in 10pt" class="MsoNormal"><font color="#000000" size="3" face="Calibri">&nbsp;Specifically, for the first time ever, WINS members will help develop criteria for salary survey selection for the August 2010 letter.&nbsp; This criteria will include an agreed upon definition of "prevailing wages," a benchmarking system to accurately compare state salaries, and a way of weighting in-state data differently than out-of-state data.</font></p>
<p style="MARGIN: 0in 0in 10pt" class="MsoNormal"><font color="#000000" size="3" face="Calibri">In addition, WINS members will work with DPA to redesign the pay progression process to ensure a reasonable degree of progression in the respective ranges--with the goal of providing a clearer, more fair way for state employees to move through their pay ranges.</font></p>
<p style="MARGIN: 0in 0in 10pt" class="MsoNormal"><font color="#000000" size="3" face="Calibri">Finally, through the partnership process, the WINS negotiating team reached formal agreement with DPA that "the State contributions for insurance and retirement are considerably less than the corresponding market contributions for these components of total compensation."&nbsp; Therefore, beginning in 2010, DPA's August 1 letter will include comparative data for employer share of retirement/pension costs, which will provide the Governor, Legislature, and general public with a more accurate portrayal of state employee compensation.</font></p>]]>

<p style="LINE-HEIGHT: normal; MARGIN: 0in 0in 0pt 0.5in" class="MsoNormal" align="left"><font color="#000000" size="3" face="Calibri">Colorado WINS and the State Patrol Association have been working to ensure the best, most affordable healthcare for all state employees. Now the cost of the 2010/2011 plans are in the hands of the state legislature. The current proposal will mean state employees will pay 7-10% more for their healthcare next year.</font></p>
<p style="LINE-HEIGHT: normal; MARGIN: 0in 0in 0pt 0.5in" class="MsoNormal"><o:p><font color="#000000" size="3" face="Calibri">&nbsp;</font></o:p></p>
<p style="LINE-HEIGHT: normal; MARGIN: 0in 0in 0pt 0.5in" class="MsoNormal"><font color="#000000" size="3" face="Calibri">Back in June, after months of careful analysis, Colorado WINS and the State Patrol Association negotiating teams have reached agreement with the Department of Personnel and Administration over the scope and language of the Request for Proposal for the 2010/2011. State Employee Healthcare Plan(s).</font></p>
<p style="LINE-HEIGHT: normal; MARGIN: 0in 0in 0pt 0.5in" class="MsoNormal"><o:p><font color="#000000" size="3" face="Calibri">&nbsp;</font></o:p></p>
<p style="LINE-HEIGHT: normal; MARGIN: 0in 0in 0pt 0.5in" class="MsoNormal"><font color="#000000" size="3" face="Calibri">WINS members accomplished two priorities throughout these negotiations - 1) a bidding process for state employee healthcare that is broad, which ensures optimum choice for selection of a vendor(s) and 2) maximum flexibility to improve the quality and structure of our healthcare plans as the funding and system improves in the future.</font></p>
<p style="LINE-HEIGHT: normal; MARGIN: 0in 0in 0pt 0.5in" class="MsoNormal"><o:p><font color="#000000" size="3" face="Calibri">&nbsp;</font></o:p></p>
<p style="LINE-HEIGHT: normal; MARGIN: 0in 0in 0pt 0.5in" class="MsoNormal"><font color="#000000" size="3" face="Calibri">Agreeing to this Request for Proposal with the DPA is the first step towards ensuring that state employees have a voice in state employees' healthcare plans for over the next six years.</font></p>

<p><font color="#000000" size="3" face="Calibri">Last year the state cut $1.820B from the 09/10 budget and the state now faces a 1.3B shortfall for 10/11. In just two fiscal years a general fund of just less than 8B will have to fill a gap of 3.12B.</font></p>
<p><font color="#000000" size="3" face="Calibri">To save vital state services, the legislature can only use revenue options for this revenue problem. There's no way to cut our way to prosperity.</font></p>

<p style="MARGIN: 0in 0in 10pt" class="MsoNormal"><font color="#000000" size="3" face="Calibri">The amendments made to Senate Bill 1 addressed the Secure PERA Coalitions' concerns regarding over burdening our retirees and shifting the costs of the most expensive school employees onto the school districts. The 2011 COLA was previously 0%</font></font></p>

In return the school and DPS division employees will pay a little more into PERA via the SAED then other divisions.</font></font></p>
<p style="LINE-HEIGHT: normal; TEXT-INDENT: -0.25in; MARGIN: 0in 0in 0pt 0.5in; mso-list: l0 level1 lfo1" class="ListParagraph"><font color="#000000"><span style="mso-fareast-font-family: Calibri; mso-bidi-font-family: Calibri"><span style="mso-list: Ignore"><font size="3" face="Calibri">3)</font><span style="FONT: 7pt 'Times New Roman'">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span></span></span><font size="3" face="Calibri">For people working after retirement the 110 days allowed were extended to 140 days and the employee will not have to pay all of the PERA contributions they will be split between the employer and employee.</font></font></p>
<p style="MARGIN: 0in 0in 10pt" class="MsoNormal"><o:p><font color="#000000" size="3" face="Calibri">&nbsp;</font></o:p></p>
<p style="MARGIN: 0in 0in 10pt" class="MsoNormal"><font color="#000000" size="3" face="Calibri">These amendments allowed the bill to gain the support of the Coalition. We still have one outstanding issue that we are continuing to discuss, which is the idea of inflation protection for the smallest pensions.</font></p>
<p style="MARGIN: 0in 0in 10pt" class="MsoNormal"><font color="#000000"><font face="Calibri"><font size="3">Senate Bill 1 will now go to the Senate Appropriations committee. They do not accept testimony in appropriations but you are welcome to come watch. Then the bill will head to the floor for 2</font><sup><font size="2">nd</font></sup><font size="3"> and 3</font><sup><font size="2">rd</font></sup><font size="3"> readings. Assuming the bill passes all of these votes, we anticipate it will, then the bill goes to the House side.</font></font></font></p></h2>

<p style="MARGIN: 0in 0in 7.5pt" class="MsoNormal"><span style="LINE-HEIGHT: 115%; FONT-FAMILY: Verdana; COLOR: black; FONT-SIZE: 10pt">We understand the state faces unprecedented fiscal choices. However the legislature should consider the fact that state employee health care costs are expected to increase by higher 8% in FY10-11. This will occur on top of a proposal to cut state employee wages by 2.5%.<o:p></o:p></span></p>
<p style="MARGIN: 0in 0in 7.5pt" class="MsoNormal"><span style="LINE-HEIGHT: 115%; FONT-FAMILY: Verdana; COLOR: black; FONT-SIZE: 10pt">By transferring the Kaiser Permanente settlement dollars ($3.3M in 09/10, $3.3M in 10/11), the legislature can alleviate some of the burden that these increased premiums will put on the backs of the workforce and attract and retain quality employees. These dollars were either a result of overpayment on the part of beneficiaries or services that were not rendered, and are therefore a rebate on excess premiums paid by state employees. As such, they should be used to handle increased premiums this year.<o:p></o:p></span></p>
