Ensuring Fair and Equitable Pay

In 2010, the Colorado WINS Compensation Negotiating team resumed negotiations with the Department of Personnel and Administration (DPA) to work towards pay progression and a transparent, accountable salary survey process.

Colorado WINS members from all different departments came out to show their support for reforming Colorado's broken state employee pay system. 

Unfortunately, DPA was unprepared for the session. Governor Ritter's veto letter of HB 1409, the pay progression bill, directed DPA to work on improving the pay system yet no progress was made.               

As a result Colorado WINS members have requested a neutral, third-party mediator to facilitate the negotiations with moving forward.

The request for a neutral, third-party mediator is critical to reforming Colorado's broken state employee pay system. Both state employees and taxpayers deserve a compensation system for the state workforce that is efficient, accountable and transparent.
